Melbourne CBD load‑in: lifts, docks, permits 101

CBD buildings are tight, busy and unforgiving. Here’s the punch‑list that keeps your move compliant, on‑time and tow‑free.

Want one team to book docks/lifts, secure permits and run traffic management end‑to‑end? Mcorp Office Relocation Services.

1) Book the loading dock and goods lifts (properly)

  • Get building manager requirements in writing: allowable hours, dock height/length, lift internal dimensions, lift weight limits, induction rules, and any after‑hours conditions.
  • Ask if the building requires insurance certificates and SWMS from your movers/contractors (most CBD assets do).
  • Confirm exclusive lift time windows and a marshalling area so crews aren’t waiting in the lobby.

(Building rules vary by asset; get them confirmed in writing before you lock the move window.)

2) If you need kerbside space, reserve it (don’t chance it)

  • If you can’t use the building’s dock, apply to reserve on‑street bays near the entrance (City of Melbourne Reserved Parking Permit; allow lead time). This lets Council temporarily change signs or issue an exemption permit for extended loading. City of Melbourne
  • For longer occupations linked to building works, use Construction/Occupancy permits to park/unload on the road or occupy road/footpath next to your site. City of Melbourne

What to include in applications: dates/times, exact location (map + photos), truck sizes, traffic management (if any), and proof of insurance.

3) Traffic management: when you must have it

  • If your load‑in uses or closes any part of the road/footpath, Councils and the Department of Transport and Planning (DTP) can require consent plus a Traffic Management Plan (TMP). Plans must follow the Worksite Safety – Traffic Management Code of Practice (updated Dec 2023) and the Austroads Guide to Temporary Traffic Management / AS 1742.3. Transport Victoria
  • City of Melbourne’s standard conditions for temporary road/footpath closures set out notification, signage and safety requirements—read them before you apply. mvga-prod-files.s3.ap-southeast-4.amazonaws.com

Plain‑English rule: if you’re beyond the building line (onto footpath/road), plan for a TMP and consent.

4) Clearways = tow‑away (don’t learn the hard way)

  • All clearways within 20 km of the CBD are tow‑away zones during posted times. If you stop a truck there, expect it to be removed—fast. Confirm the signage for your street and schedule around it. Transport Victoria

5) Loading zones are not guaranteed space

  • Loading zones are for active loading only and enforcement is strict; time windows and eligibility vary. If you need a guaranteed bay, use a Reserved Parking Permit instead of hoping a loading zone will be free. For general parking rules, see VicRoads/Transport Victoria guidance. City of Melbourne

6) Right truck, right gear, right protection

  • Truck fit: confirm dock height clearance and tight turns on approach; many CBD docks are low and narrow.
  • Tail‑lift & trolleys: bring low‑profile gear that fits lift cars and thresholds.
  • Building protection: lift wraps, floor mats, corner guards—set before you move a single item.
  • Sequencing: stage by destination zone so items go direct “off the truck → to the desk”.

7) Your permit/docs pack (print it)

  • Council permits/consents (reserved bays, occupy road/footpath, construction parking). City of Melbourne City of Melbourne
  • Traffic Management Plan + Traffic Guidance Scheme (if required). Transport Victoria
  • Building approvals/inductions, insurance certificates, SWMS.
  • Run‑sheet (times, zones, lifts, contacts), site maps, and emergency contacts.
